10. Rules have been issued governing dealings in cocaine, novocain, tropa- cocaine, eucaine, beta eucaine, beta eucaine lactate and holocaine, and all preparations and admixtures thereof, recognized by the British Pharmacopoeia. Import is allowed only under the sanction of Government to be obtained by application to the Collector. Sale without a licenso is illegal. Licenses for sale for bona fide medicinal purposes up to a maximum limit of 60 grains of each kind at a time to each person are issued on payment of a small fee only to chemists and druggists duly approved by the District officer in consultation with the Civil Surgeon or the Chief Medical Officer of the district. The maxi- mum limit of 60 grains does not apply to sales to-

(1) other licensed vendors;

(2) hospitals and charitable dispensaries under Government supervision;

and

(3) managers of hospitals and charitable dispensaries not under Govern- ment supervision but holding excise permits for the use of the drugs.

11. Excise permits are granted free of charge, under conditions similar to those governing the grant of licenses, to managers of hospitals and charitable dispensaries not under Government supervision authorizing them to keep more than 60 grains. Seventy (70) such permits were issued during 1909-10. Govern ment hospitals and dispensaries are exempted from taking out such permits.

12. The number of licenses granted during 1909-10, was 68, and a sum of Rs. 111 was collected in the shape of license fees.
